We sincerely pray for God and True Parent's abundant love and blessing for all leaders and Blessed Central Families and members.

As stated in our memo of October 10th under the title of the Clouds of Witnesses, Father has asked every individual and family to affirm the Resolution revealed by Jesus and the Saints in the spirit world. To accomplish this every individual and family should hold a ceremony on or before Sunday, October 20th.

The detailed directions for the ceremony were sent out to each Regional leader by Rev. Doo earlier this week. (They are again included with this memo together with the registration form and detailed order of the ceremony). Please hold the ceremony (rally) with your family. If your spouse is overseas then hold the rally with the rest of your family members who are together.

The Candles of the Opening of Heaven for Choen Il Guk have been bequeathed to the Continental leaders. There will not be time for each family to receive the candles for the ceremony. (Your family will receive these candles through your regional director in the future. ) You should hold the ceremony using your own Holy Candles.

Use the registration form and take a picture of your family under the banner that is prescribed. Please keep this historical document as your family treasure.

Subject: Rally for the Harmony and Unity of Heaven and Earth

We pray for God and True Parents' abundant love and blessing for all leaders worldwide.

At the 15th Foundation Day for the Nation of the Unified World on October 3, True Parents directed us to hold Rally for the Harmony and Unity of Heaven and Earth at the individual, family, tribe, people (minjok) and nation levels. This official memorandum is to inform you of the detailed directions concerning the rallies at the individual and familial levels, as outlined below. We ask that all leaders guide their members to participate in the work of liberating heaven and earth by realizing the unity between blessed families on earth and their ancestors in the spirit world centering on the Parents of Heaven and Earth through their participation in these grand rallies.

1. Title: Rally for the Harmony and Unity of Heaven and Earth

2. Objectives and Purpose

All blessed families on earth and ancestors in the spirit world will realize one heart, one body and one mindset to participate in liberating earth and heaven in the age of the completed settlement of the realm of life of Cheon Il Guk, centering on the Parents of Heaven and Earth.

Individuals and families will inherit heavenly fortune created by unity between spirit world and physical world in the age of the completed settlement of the realm of life of Cheon Il Guk.

We will qualify ourselves as the people of the age of Cheon Il Guk by realizing one heart, one body and one mindset with God.

Individuals will achieve mind and body unity and families will achieve unity between husband and wife and between parents and children.

Blessed families on earth and ancestors in the spirit world will settle the realm of liberation of the physical and spirit worlds at the familial level through the resolution ceremony centering on the Parents of Heaven and Earth in the age of Cheon Il Guk.

5. Conditions and Prayers before the Rally

Three-day condition for the new start (morning fast, hoondokhae, midnight prayer, etc.)

6. Guidelines

6.1 Time: Choose the day and time that all members of the family can participate together during the designated days (October 14-20, or if not possible within this time frame due to exceptional circumstances, at the earliest opportunity thereafter) and hold the rally as a family.

6.2 Place: A clean and sanctified place in each home

6.3 Officiator: Husband or representative of each family

6.4 Prayer Content:

7. Things to Prepare

7.1 Cheon Il Guk Kae Cheon Cho

(Meaning: Candles of the Opening of Heaven for Cheon Il Guk):

True Parents named the candles used at the 15th Day of the Opening of Heaven for the Nation of the Unified World as Cheon Il Guk Kae Cheon Cho (Candles of the Opening of Heaven for Cheon Il Guk) and distributed them to the continental directors. All national leaders must inherit the Cheon Il Guk Kae Cheon Cho from their continental directors and in turn bequeath them to all blessed families. (Participants who do not receive their candles in time should still hold the rally without them.)

7.2 Certificates of Appointment: Certificates of appointment are to be issued for Cheon Il Guk village and district leaders, hoondok leaders and officers with public missions. (This can be done if the national headquarters has, or can swiftly prepare such certificates for people who are successful in the work to breakthrough on the local level, who lead hoondokhae groups or who hold public positions in the movement.)

(In the case of Korea: Cheon Il Guk ri and tong leaders are appointed locally based upon their residency centering upon tong ban gyeok pa [neighborhood breakthrough], Hoondok church leaders - once appointed by their local church leaders, they are responsible for administering and leading the hoondokhae Officers with public missions receive their certificates upon being appointed).

All churches are to select and list their Cheon Il Guk village and district leaders and hoondok leaders and submit their lists to the Church Headquarters. The Church Headquarters shall then uniformly issue and administer the certificates of appointment.

7.3 Ancestral namelists and photographs:

These should be prepared as family members in the spirit world are also to participate.

7.4 Rally Materials: Hoondok materials, messages from the spirit world, resolutions etc

8. Resolution of Representatives of the Five Great Religions in the Spirit World

We resolve and proclaim that God is the Parent of all humankind.
We resolve and proclaim that Reverend Sun Myung Moon is the Savior, Messiah, Lord of the Second Advent and True Parent of all humankind.
We resolve and proclaim that the Unification Principle is the message of peace for the salvation of humankind and the Gospel of the Completed Testament Age.
We resolve and proclaim that we will accomplish the peaceful unification of the cosmos through ``living for others'' while transcending religion, nationality and race, centering on true love.
The representatives of the five great religions resolve and proclaim that we will harmonize with one another, unite and move forward, in order to bring about the nation of God and world peace, while attending True Parents.

This has been resolved and proclaimed by Jesus, the leading representative of the group of representatives of the five great religions, Christianity, Confucianism, Buddhism, Islam and Hinduism, at noon on 25 December 2001.
